关于外国留学生强制购买团体医疗保险的通知

各位外国留学生：
        根据教育部教外司来〔2007〕1078号文，为适应来华留学事业的快速发展的需要，优化来华留学环境，教育部制定了“高等学校要求外国留学生购买保险暂行规定”。自2008/2009学年度起，各高等学校必须要求来华学习超过六个月的留学生（含按原学习计划继续学习超过六个月的学生在我国大陆购买政府认可的人寿保险公司的团体综合保险，作为2008年秋季学期入学注册手续的必备条件。团体综合保险必须包括：

        1．平安险（身故或残疾定额赔付），身故保额不得低于10万元人民币；

        2．人身意外伤害医疗保险，保额不得低于1万元人民币；

        3．住院医疗保险，保额不得低于40万元人民币。

        教育部还规定，个人人身保险的保单不能作为办理入学注册和办理在华居留手续的文件。
        经研究，我校决定，从2008年秋季学期起，凡在我校学习的外国留学生(自费生、校际及院系交换生)，学习时间一个学期或以上者，必须按照规定购买团体综合保险，购买保险的保费在新学期报到时与学费同时缴交，并作为我校外国留学生入学报到注册的必备条件，保费由保险公司来学校收取。经与兄弟院校商量和调查研究，我校选择中国平安人寿保险有限公司（北京分公司）承保，学习一个学期者交现金300元人民币/人，学习一年者600元/人，保费与其他高校一样。保费缴交后一律不退。

Dear International Students:

        In line with the stipulations set by Ministry of Education in the circular
No. ［2007］ 1078, in order to satisfy the needs for the rapid development of the overseas students studying in China and better the environment for the international students, the Ministry of Education established the “Temporary Provisions for the Institutions of Higher Leaning to Request International Students to Purchase Medical Insurance”. Beginning from the academic year 2008 – 2009, universities or colleges must request the international students, who study in China for six months or more than six months (including those who continue to study in China according to their original plans for more than six months), to purchase the group medical insurance by the life insurance companies acknowledged by the Chinese government. As for one of the absolutely necessary conditions for the enrollment for the fall semester of 2008, the group medical insurance should include the following points:
        1. Ping An Insurance (Loss of Life Insurance & Disability Insurance): Up to RMB100,000.
        2. Accidental Injury Medical Treatment Insurance: Up to RMB10,000.
        3. Hospitalization Medical Insurance: Up to RMB400,000
        In accordance with the instructions from the Ministry of Education, the personal policy of life insurance cannot be regarded as one of the papers for the registration and applying for the residence permits.
        The university authorities have decided that, beginning from the fall semester, 2008, those (including self-funded students as well as the exchanged students under the programs on the basis of the Universities or Schools or Colleges) who would like to study at our university for a semester or more, must purchase the group medical insurance in line with the regulations. During the registration for the new semester, the insurance premium and the tuition fees must be paid at the same time. This will be regarded as one of the preconditions for the enrollment. The insurance premium will be collected by the insurance company on campus. After consulting with other universities and much comparison, the university authorities have decided to choose the Ping An Life Insurance Co., Ltd., (Beijing Branch) to accept your insurance. Those who study for a semester will have to pay RMB300 in cash and those who study for an academic year will have to pay RMB600. The insurance premium will be the same as that of other universities. The insurance premium is non-refundable.
